This peninsula became extremely relevant to the history of the United States as a whole in 2005 with the ruling of the Supreme Court in Kelo v. New London. The ruling determined that the "public use" provision of the "takings clause" of the 5th Amendment of the U.S. Constitution permits the use of eminent domain for economic development purposes that provide a public benefit. A private owner demolished 15 residential homes in line with a "comprehensive redevelopment plan" implemented by the city. The Center was founded in 2006 as a response to the tragedy of a homeless man, named Bill Walsh, who froze to death in the woods just a week after the New London Winter Shelter had closed. Though located primarily on the first floor of the former St. Peter & Paul Church at 730 State Pier Road, the center also operates an overnight shelter at a different location, renovated in 2013, in which all 40 beds are occupied almost every night. Today, the center aids about 600 people each year, aiming to look at each person’s case individually and address the issues of their particular situation, with the goal of finding each person permanent housing.
